E4 Statement – Situation in the West Bank.

"Noi – Francia, Germania, Italia e Regno Unito – condanniamo fermamente il massiccio aumento della violenza dei coloni contro i civili palestinesi e invochiamo stabilità in Cisgiordania. Le attività destabilizzanti rischiano di compromettere il successo del Piano in 20 Punti per Gaza e le prospettive di una pace e sicurezza nel lungo termine.
Il numero di attacchi ha raggiunto nuovi picchi: secondo l’OCHA, nel mese di ottobre si sono registrati 264 episodi, il numero più alto di aggressioni da parte di coloni in un singolo mese da quando le Nazioni Unite hanno iniziato a monitorare tali incidenti nel 2006.
Questi attacchi devono cessare. Essi seminano terrore tra i civili, danneggiano gli sforzi di pace in corso e compro-mettono la stabile sicurezza dello stesso Stato di Israele.
Noi, ministri di Francia, Germania, Italia e Regno Unito, chiediamo al Governo di Israele di ottemperare ai propri obblighi ai sensi del diritto internazionale e a proteggere la popolazione palestinese dei territori occupati. La condanna della violenza espressa dal Presidente Herzog, dal Primo Ministro Netanyahu e da altre figure politiche e militari di alto livello deve tradursi in azione. Esortiamo quindi il Governo di Israele a perseguire i responsabili di questi crimini e a prevenire ulteriori episodi di violenza affrontando le cause profonde di questo fenomeno.
Accogliamo con favore la chiara opposizione del Presidente Trump all’annessione e ribadiamo la nostra contrarietà a qualsiasi forma di annessione – parziale, totale o de facto – e alle politiche di insediamento che violano il diritto internazionale.
Dopo l’approvazione ufficiale dell’insediamento E1 nell’agosto 2025, che frammenterebbe la Cisgiordania, nelle ultime tre settimane sono stati approvati oltre 3.000 nuovi progetti abitativi, per un totale di 28.000 unità approvate dall’inizio dell’anno, un picco assoluto. Richiediamo al Governo di Israele di invertire questa politica.
La persistente negazione da parte del Governo di Israele dei ricavi fiscali dovuti all’Autorità Palestinese è ingiustificabile. Il Governo di Israele deve sbloccare le entrate fiscali trattenute, estendere il sistema di relazioni bancarie tra le banche israeliane e palestinesi e consentire un incremento dei trasferimenti in shekel. Questi passi sono essenziali per i cittadini palestinesi e per la capacità dell’Autorità Palestinese di fornire servizi pubblici. Indebolire l’Autorità Palestinese compromette la sua capacità di attuare la propria agenda di riforme e di assumere responsabilità a Gaza, come previsto dalla Risoluzione 2803 del Consiglio di Sicurezza delle Nazioni Unite. Un collasso finanziario dell’Autorità Palestinese danneggerebbe la stabilità regionale e la sicurezza stessa di Israele.
Riaffermiamo il nostro impegno per una soluzione giusta e complessiva del conflitto israelo-palestinese, basata sulla soluzione a due Stati, con lo Stato di Israele e uno Stato di Palestina indipendente, democratico, contiguo, sovrano e effettivo, che vivano fianco a fianco in pace, sicurezza e reciproco riconoscimento. Ribadiamo che non esiste alternativa a una soluzione negoziata a due Stati."

E4 Statement – Situation in the West Bank.
We – France, Germany, Italy, the United Kingdom – strongly condemn the massive increase of settler violence against Palestinian civilians and call for stability in the West Bank. Destabilising activity risks undermining the success of the 20 Point Plan for Gaza and prospects for long-term peace and security.
The number of attacks has reached new heights, with 264 attacks in October according to OCHA, the largest number of settlers’ attacks in a single month since the United Nations began recording such incidents in 2006.
These attacks must stop. They sow terror among civilians, they are harmful to the ongoing peace efforts and for the lasting security of the State of Israel itself.
We, ministers of France, Germany, Italy and the United Kingdom, call on the Government of Israel to abide by its obligations under international law and protect the Palestinian population of the occupied territories. The condemnation of violence by President Herzog, Prime Minister Netanyahu, and other senior political and military figures must be translated into action. We therefore urge the Government of Israel to hold those accountable who are responsible for those crimes and to prevent further violence by addressing the root causes of this behaviour.
We welcome President Trump’s clear opposition to annexation, and reiterate our opposition to any form of annexation – whether partial, total or de facto – and settlement policies violating international law.
After the official approval of the E1 settlement in August 2025, that would fragment the West Bank, more than 3000 house units’ projects have been approved over the last three weeks, mounting to 28 000 new housing units approved since January, an all-time high. We call upon the Government of Israel to reverse its policy
The Government of Israel’s continued denial of tax revenues which belong to the Palestinian Authority is unjustifiable. The Government of Israel must release the tax-revenues, extend the correspondent banking system between Israeli and Palestinian banks and allow increased Shekel transfers. These steps are essential for the Palestinian citizens and the PA’s ability to provide public services. Weakening the PA undermines its ability to deliver its reform agenda and to take on responsibility in Gaza, as envisioned in UN Security Council Resolution 2803. A financial collapse of the PA would only harm regional stability and the security of Israel itself.
We reaffirm our commitment to a just and comprehensive resolution of the Israeli-Palestinian conflict, based on the two-state solution, with the State of Israel and an independent, democratic, contiguous, sovereign, and viable State of Palestine, living side by side in peace and security and mutual recognition. We reaffirm that there is no alternative to a negotiated two state solution. (27/11/2025-ITL/ITNET)
